Coolant fan runs constantly, cool, warm etc., why?

tennisshoes I tow this car and ALWAYS remove the fuse that unlocks the steering wheel, the key remains in ACC while towing. Would this have anything to do with "power source that turns on key"?

the relays on 07 to 2012 impala burn and short out the fans sometimes stay on or don't work at all the fuse block under the hood shorts out as well gm has a external relay harness as a fix
