Can changing to a full synthetic oil(5W30) cause slug to build up in the
engine. I am getting 23.8 MPG's around town and 33.6 MPG on the highway.

P0010 "A" Camshaft Position Actuator Circuit (Bank 1). You're fine with Synthetic, I always use it, and my 2006 is now on high mileage synthetic.
