Does the panel around license plate come off so new nuts can be installed?

License Plate mount screws: I attempted to clear the nuts for new screws. Not successful. Does the panel around license plate come off to access behind so new nuts can be installed?

Thank you Tom. I just finished drilling the broken plastic screws that hold the plate and cover to panel. I dressed the threads and voila, installed the plate and cover with new screws to vehicle. I originally thought I had to replace nuts inside the panel, hence the Question?
