why do my wipers run every 17 seconds

Sounds like they are on the lowest intermittent setting. Have you tried adjusting the setting

I just took my 2013 edge in today for the same problem. They are getting some back in because the switch is not working properly or they are shorting out. Since it was under my warranty, the service and all was free. I would suggest you contact the dealer and getting yours replaced.
