Car runs rough on idle when cold - Help would be greatly appreciated

I've got two problems which I think are related.
Firstly, when the car is cold the idle is rough and will keep dropping rpm and
jumping back up as if it is suffocating.
Second, when the car is at idle and the A/C or heat is on high - the engine
check light and EML light turn on and the car wont go above 20 mph and
needs to be restarted.
If anyone could help me with these that would be greatly appreciated
