2001 DeVille starter is frozen

My 01 Cadillac doesn't want to fire up. I've
maintained it always changed oil. My car always
starts on a dime. Ever since the temperature
dropped to negatives the starter won't turn over. I
don't have a garage any tips would be great.

More likely it is just your battery. Cold weather reduces a battery's performance and it will no longer have enough power to kick the starter. Have it tested before replacing anything else. Have you tried jumping the car from another vehicle?
