97 Deville. Is it my starter?

I've had my '97 Cadillac Deville for maybe a month now. It passed TX state
inspection and has had no problems until this morning. Upon first attempt at
starting, it squeals, won't turn over and the lights on the dash surged in
brightness and dimmed. Upon trying again, the lights, power windows, etc
work, but will not start. Is this the starter and not the battery? Under 90,000
miles, if that helps.

Not the sound of a belt. I've watched a million videos trying to find a comparable noise. It's really more of a SCREAM than a squeal. I'm at work and it's at the apt, so I can't take a recording of it.
