New Blend Door Actuator But Still Clicking

I have clicking where the blend door actuator goes behind
the radio in the dashboard on my 2011 Lincoln Navigator
but it's not the actuator.   I replaced the actuator but it still
clicks.   I removed the actuator and turned the truck on and
the clicking occurs, even without the actuator!  Does this
mean the blend door is stuck? How do I unstick it?

Where is the 2nd actuator behind the dash on a 2011 navigator? Everything i pull up shows 2 actuators in the back and 1 behind the radio.

Any luck with this? I have replaced my actuator twice now with no luck.

No. Should I remove the actuator again...And manually force the blend door to turn with a screwdriver or something? It clicks without the actuator inserted. Do I need to replace the blend door?
