How can a used car for sale have 0 miles?

I have seen several cars for sale, in the 2010 - 2012 range that have 0 miles.  When I try
to talk to the dealers about the miles they do everything but answer my questions.

is probably a TMU (true mileage unknown) check the carfax, if you buy the car just assume it has over 200k miles also TMU cars sale at a discount price
