Why is there insulation inside the front fenders on the 2011 Journeys?

I am thinking these are nothing but moisture gatherers, like my Uncles 55-56 chevs or Pontiacs,which had rubber or some material between the panels and they rusted out prematurely!

its to keep the hood and doors from rubbing the paint off of the fenders. early chevies had the rusting out problem because the material wasnt adequately secured to the fender areas
