If the steering wheel is turned ALL THE WAY, that pinches off the hose, stopping the normal flow of power steering FLUID, resulting in the eeeepp sounds you're hearing. Your owners manual or anyone at a parts store or repair shop will tell you to "never turn the wheel ALL THE WAY, but if you DO, release it a little bit and the problem is gone". AND your steering will not be affected by releasing that little bit either.
