Help I'm freezing!!!!!

2000 Ford explorer no heat. Barely Luke
warm. Have checked thermostat and door
actuator could I have missed something
both hoses right and it seems to get cooler
when goes from floor to vent.

I would start by installing a new 190 degree thermostat.
If the blend door is not fully closing via the actuator then cold air will bypass the small gap and enter the vehicle. Sounds like what is happening when you go from floor to vent. Also, check the valve on the hose leading to the heater core. Make sure it is fully open. You can also try back flushing the heater core in the event it is clogged.
