Horn does not work when engine off

Is it normal for the horn to not work when the car engine is off? The horn works
fine when car is on. All other vehicles I own the horn works regardless.

Horn should work along with headlights , flashers , brake lights ( Hot At All Times ) and many timers , memories . Check for any obvious wiring problems or relay , swap with similar relay to check
