what would cause a 2000 Dodge Durango to lose power and have a whistling noise coming from the muffler

a week ago I noticed whistling noise coming from
the muffler so I got underneath it and fix the
pinhole and fix the loose clamp connected to the
manifold the noise stopped hit a bump earlier
today and the noise begin again and everytime I try
to go up the hill I push the gas and it feels like
there is no power

what will cause it to lose power when you push on the gas re 6 the muffler issue just wondering if it could be an oxygen sensor or onthe motor
