Are you trying to get a reading? Did you turn the key on?

TRIED TO GET INSPECTION AND THEY SAID THERE IS NO POWER AT THE PORT

The owners manual is sadly inadequate for the fuse map. https://owners.nissanusa.com/content/techpub/ManualsAndGuides/AltimaCoupe/2012/2012-AltimaCoupe-owner-manual.pdf -I found one linl that may or may not help - http://www.fixya.com/cars/t16863338-obd_fuse_2011_nissan_altima
