My 2009 Tiguan needs an engine at 95,000 miles do I scrap it or repair it. I still
owe $8,000 on the loan

Swap it out for a re-manufactured engine, at least something with a limited warranty (assuming the body and other components are still decent). BTW, how was it determined it needs a new engine? Something like a blown head gasket can be repaired. If it threw a rod then use the engine as a core deposit on the reman one.
