My 2012 Toyota Highlander has a engine history code of P1604 and a cruise control history code of B2311. What do these mean?

My 2012 Toyota Highlander has a engine history code of P1604 and a cruise control history code of B2311.  What do these mean?  Is the P1604 related to the powertrain?

The p1604 is a Toyota code for a start ability issue. Basically means that at some time the engine didn't start as fast as the computer thought it should. If the cel wasn't on I wouldn't get too excited. If it was, may be a good idea to hit up a good import repair shop or the dealer.
