AC issue

Dodge Stratus R/T 2004 3.0 - AC will not blow cold unless I am driving (pressing on
gas pedal and vehicle is moving). As soon as I let off the gas, it just blows air.
I am thinking it may be the condenser being clogged and is able to get more air
through only when I am driving.
Both fans kick on and I can feel the AC kick on when I turn it on.
What do you think it may be?

That would be my first thought try cleaning condenser with a garden hose and nozzle or better yet a pressure washer.

How cold is the air when it's blowing? Better still, open the hood and check the low side pipe when the compressor is on. If it's very cold, maybe even with water drops on it from condensation, then your charge level MAY be OK. But if it's not very cold, overriding one of the pressure sensors could ruin the compressor.
