What is the problem with my 1983 dodge ram pickup truck D150? When I turn the head lights on, all of my gauges go to the high end, my left blinker stays lit on the dash & my dash lights go out.

started again. Turn off headlights, all
gauges return to normal position. The
driver's seatbelt also buzzes when it's
not clicked. It's never did this before.
Headlights off, no problems.
Headlights on, all kinds of problems.

With the key off the three brake lights work correctly when the brake pedal is depressed. With the key on the two rear brake lights stay on all the time and the third brake light works correctly when the pedal is depressed. Also, The cruise control does not work.
