Car rattling noise

On the left side of my car there is a rattling noise
that occurs everyday and usually occurs in the
mornings and when the car is cold. It goes away for
awhile and then comes back. It is near my panel
where the controls are for the mirrors and the
emergency break. The dealership I bought the car
at has no idea what it is because they don't hear it
but it happens everyday and louder and longer
some days than others and I'm getting annoyed

Tough to say. Are you running the fan (Heat/AC) when you hear the noise and the fan is rattling inside the dash? Or is it more of a metal rattling, would recommend removing the door panel to see if there is something in there.

I watched the video and I can understand your frustration. Have you tried placing your hand on the moldings in various spots to see if it will stop rattling? Obviously do this safely while driving but I did this on my challenger to find out the plastic piece where the window buttons sit was rattling against the base it was sitting in, pulled the door panel and placed some foam to keep it from rattling.
I had a rattling sound in my 2011 Outback that was driving me crazy. It would be happen at low speeds - on textured roads. I suffered this noise for 10 years and Subaru dealer test drove and "couldn't hear it". Just last week, called 800 Subaru Customer Care phone number. Took it to a different dealer (Subaru Kearny Mesa, San Diego this time). Customer Service Tech (John) test drove and heard it right away. He opened my hood and adjusted two rubber cylinders that are under the front corners of the front of the hood. They are rubber shims you can twist so hood does not rattle on the frame. He made the adjustments (screwed them so the rubber bumpers protrude farther) and rattle is gone!
Does it stop if you press the brake peddle? I hear a rattling noise that sounds like it's coming from the door, but it stops when I press the brake peddle. I'm going to see if the dealer can tighten the brake peddle.
