My 2003 crown vic police interceptor will not start.

my 2003 crown victoria police interceptor was running fine, I pulled out the
fuses in the engine compartment to see if they was all good because I was
trying to figure out why my horn doesn't work but once I did that the car now
just cranks on and on and will not fire or start, anyone have any idea of what
might have happened ?

I have a 2004 P71 Vic, with 4.6 engine, and am having the exact same problem. I even forced fed new pwr lines to the fuel pump as it wouldn't work. Now have the pump running when I try to start the car but still no fuel seems to be getting to the engine as the return line Schrader Value has no pressure. Ether won't even start the engine, yup cleaned the fuel filter as well. Then thought to hook up the OBD2 scanner but it doesn't "connect" to the ECM !!!??? What else could possibly go wrong!? I mean I just drove the car into my neighbours garage and tried to fix the horn problem..turns out someone borrowed them before I bought the car. I'm trying to get the car ready to certify, so I just pulled out some fuses and a few relays to check and switch around...note this was before I realized that the car had no horns actually in the car. Who steals horns?!. Anyways, once I realized I never had any horns I went to start the car, and now she rolls over but nothing, and just discovered my code reader won't connect with the ECM for any diagnostic codes. Can anyone shed some light or lend me a match? Thanks
