On my 2004 Ford Ranger I had to change the brake pads but only the interior was worn.Would that be a caliper issue or a master cylinder issue?

Correct your interior is worn because the inside of the brake is where the brake meat is that rubs against the rotor. the master cylinder has nothing to do with the brake interior. you also have a Ranger which Ford no longer makes. If you feel a wobble while you brake, that is chatter and means your rotor is warped. A rotor is warped because it can only withstand so much heat during different braking periods ( rotors are NOT made like they used to be and are a TOTAL rip off. But we need them, so we pay for them. Chatter from rotor is a high speed thing. it's communicating to the driver what the issue is but you have to know what you are feeling to know what to do. DOT 3 is a recommended brake fluid in your master cylinder by the way.
