Turns but won't start

I have a 2013 Silverado someone did some kind of
a I'm guessing hot wire maybe trying to steel
it...but there's a  wire going to a little brown wire
under steering wheel and then red wire going to a
ground inside of truck ..I started it and I had to run
inside so I shut it off came out to leave and turns
over but nothing happens...can some one please
help me...
