Considering buying a CPO 2013 328ix coupe --- SULEV or No SULEV? Also, how do the cars hold up? Are repairs and maintenance costs more expensive than lets say a Japanese brand like Acura for example?

SULEV stands for super ultra low emissions vehicle. I'd buy it without it. As far as maintenance, it will not cost much more than a Japanese car, you will still need to do routine oil changes, filters, etc. A car's a car. More things may go wrong, but that's expected with a new car. If you do most of your work yourself, you have nothing worry about. BMWs are very good cars if you treat them right and properly maintain them.
