i cant remove connection under steering column to replace ignition switch. Why?

I was told by a couple good guys on this site that my ignition switch needed to be
replaced. Thanks guys.  So I removed 3 torx screws and there is something in the
middle that you need to do. You need a special tool or equivalent to do the job. Don't
have one Could that be a drill or dremel tool to remove what appears to be flat like a
rivet head.  Can I drill it our or grind it off or is there something that could be damaged
by that process? Help please. Thank You, Kent
