I plan to bring my 2013 highlander hybrid to florida where we spend the winter. The car will sit in a garage unused for 9 months. What steps should I take to prepare the car for such long storage.

In most cases you would take the battery out with the cold weather, but the weather will be good, I would get a trickle charger for the battery, I would some type of fuel stabilizer in the fuel tank, make sure you fill the tank. fill the tires with the correct amount of air. If you could lift the car off the ground to clear the tires that would be great. A good wash/wax and cover and you should be good to go...
