trans. slips and speedometor cable acts up.

These could easily be related problems - meaning that one problem could be causing the other. I would look at replacing the Speed Sensor in the transmission. This could be the cause of both issues.

would this make the check engine light come on and the van not shift and the speedometer not work?

it might, or you are in need of a rebuild (tranny)

Iam having the same problem in my 1999 dodge carave. the service engine light on, the speedometer not working and the tranny locked in 2nd gear.it happened after i hit a pt hole and one of the relays came loose. when i pushed the relay down the car started ok then suddenly the problems occurs. any help

I replaced one of the Speed Sensors ( there are 2 ) it fixed the speedometer and the trans problem. was really easy to do on my 1999 caravan
