My 1994. Dodge Dakota I have to turn the key on and wait till it stops clicking then it'll turn over could it b the fuel relay?

Yeah, but it's not the relay's fault...it's tryin' to operate in an undervoltage condition....follow the black cable and wirebrush this connection to the chassis...test the voltage available to the relay bank...buy a NEW battery if yours is older then five~

I would try the above and then charge the battery. the problem may be fixed once you fix the ground issue.
