engine will idle but will seem like it is starving if you try to get it go rev faster. Where do I start?

I would recommend you bench test the fuel injectors and run a good quality Injector cleaner or use diesel fuel WHILE ON THE BENCH removed from the car. and also check out the fuel distributor and make sure its tuned up properly. If your getting fuel to the injectors there should not be any issues with the fuel pump its providing enough fuel pressure. And the fuel filter is cheap I would replace it any way. You can get a Fuel Injector Test kit with full instructions for about $30-$40 on eBay just do the research and make sure your get one equipped for your cars specific injectors Older Jags have a special type of injector fitting. And its not that big the whole kit is about the size of an average laptop or briefcase.
i have a 96 xj6 it was a condo car , it sat 350 days a year for the last 20 years, it has had a stall problem recently,after it warms up and you get into traffic. it would restart reluctantly and get you back home if you feathered the gas peddle.and pray. There were never any codes or ck lights Here is what was wrong with it .!st The car sat without a FULL gas tank, 2nd there was no fuel addative TO COUNTER the effects of ETHANOL in the FUEL, SO condensation built up in he tank ,it mixed with the ethanol causing solid granular like deposits that get sucked up by the fuel pump, there is a pre-pump filter that strains out some of the mess but the pump has to work harder ,it also lets smaller granules through that stop up the external fuel filter. Now you have a mess, To repair the problem THE tank needs to be cleaned and,Both the Fuel Filter and the Strainer AND the PUMP must be replaced,ALSO the inside of the tank should be inspected for rust .If it is there are coatings that are made for that repair..With the restricted fuel the pump overheats and wears out from the contaminated ethanol Start with the EXternal FUEL FILTER it needs service regularly anyway if it is restricted you now know what you are in for.,,,,good luck.
