the back of front seat does not lock , seat back can be moved forward any time

there is nothing wrong, they do stay that way

why is there a release lever on the the rear side of each seat back ?

..that would happen under high g's like an accident or hard stop.

SO WHAT YOU ARE SAYING IS THE SEAT BACK DOES NOT LOCK AND FREE TO MOVE FORWARD WHEN ENTERING THRU DOOR TO BACK SEAT?

The seats do lock. They unlock each time a door is opened as there is a solenoid switch near the light switch when the door is opened they open automatically. The lever behind rhe seat is there to unlock the seat back manually if the electronic solenoid fails.

My Cadillac Devil 1988 seats want go forwards or backwards. Is there a switch that you can manually us if the door switch want work.
