hazards only flash if the button is held down and turn signal is on

So my 2009 ford crown Victoria police interceptors hazards seem to only work if I forcibly hold the hazard button down and have my turn signal on at the same time. I've check my connection to the multi function switch and no change, shook every wire i could and got no change. Is it possible that the previous owner maybe wired them both together? Im totally lost

I have replaced the switch once and no luck but i guess its possible i got a bad multifunction switch off ebay but they're not super expensive it wont hurt to try one more time
