A lot of cars are designed to do that because on "Max A/C the evaporator gets so cold it will frost over and then freeze up. No more A/C until it melts by turning it off. You see, by allowing outside air, which is a bit warmer, prevents the freeze up from happening. You can reset the Max A/C every ten minutes but if you see fog (not smoke) coming out your vents, you are freezing up. Setting the fan on "High" keeps it thawed out.
