2015 Outback snow tires/ wheels set - downsize?

Hi. I would like to get a dedicated set of snow tires / wheels for my Outback.
Tire Rack tells me I cannot downsize even though I heard that was better?  Do
you have any recommendations for a set? I want to keep costs down as this is
just for a few winter months. I heard steel wheels would be cheaper and
stronger is that true? thanks

If you can get steel wheels that fit, go for it. I would not downsize the tires. You would lose ground clearance. You might find a good set of factory aluminum wheels on Craig's List.
