I don't think there's any limitations, if it's part of a recall they will just replace them regardless of mileage or age. I just had both catalytic converters replaced my 2016 Kia Soul as part of a recall. Kia's warranty is 100k miles or 10 years for original owner, drops to 50% afterwards.
