Locksmith can't get key to program

I have a 2001 Ford focus ZX3 the original key was
lost but it locksmith cannot get my a new key to
program to my car he said it's something in with
the security system is there any advice would be
helpful

Contact another locksmith who works on programming vehicles or have the car towed to a dealer or mechanic that can help you.
