Why is my car having a rough idle at stop lights?

I have a 2016 mustang gt.  When i come to a stop light my engine idles
down and feels like its going to stall.  RMS drop almost to zero then come
back up and do it again.  I have replaced the spark plugs, ignition coils, MAF,
evap purge cannister, cleaned the throttle body and did the smoke test. I
have changed out 2 of the 4 02 sensors and about to change the others.  
Does anyone else have this issue?

Sounds like a ISC problem, did you do a code or live data test?

It never throws codes. Not even when it completely stalls. I just changed out the throttle body and I am still having issues. I have read online that a lot of mustang owners have had this issue. Unfortunately noone seems to have an answer for the issue.
