2016 hyundai accent wipers wont turn on,I
can move wipers by hand  but won't turn
on.don't hear the motor when I turn wipers
on.

If you can move the wipers by hand then you likely have something broken in the linkage between the motor and the wiper arms. You should not be able to move the wipers.
