windshield washer/ wiper issue

I have an 2002 Hyundai Accent:

Rear wiper blade does not work. I am not sure if it is a fuse or pump. How do I check it
and can it be done on my own or at a shop. If so how?

It has been extremely cold lately and one day the washer fluid stopped spraying. When  
I press the button the wipers will go (supposed to wipe the fluid ) but no fluid shoots
out. I think it may be frozen in the line. How do I fix it? Pump recently replaced within
the past 5 years. Is it easy to fix on my own?

It could be frozen up, can you get it inside a heated garage to thaw it out? Check the washer fluids in the parts stores, some have antifreeze in them like Prestone's "Melt." To check the wiper blades consult the owner's manual for fuse locations, one should be labeled for wiper arm motor, pull it out and hold it to the light, it should be solid and not broken, or better yet get the small kit of mini fuses that comes with a simple continuity checker (also sold at every parts store) you can test the fuses without having to pull them. The wiper arms (and the motor that drives them) and the windshield washer pump or two separate things, most likely on the same fuse, but again consult the owner's manual to know for sure.
