I have no clue why someone would do this but I am curious why they did and
what could be wrong that they did it

Is this picture, under your dash? Is that brake pedal--clutch pedal arm, some type arm? It looks like they are using zip ties to hold pedal arm up? Of course, I can't see anything from here.

They had some extra surgical tubing and a need to “do something.”
