no start on a 98 civic hatch

every so often my car decides to not start. all the lights come up on my dash, but the brake waring light stays on when trying to start. i hear a rapid clicking/ticking noise coming from within the glove box when the key is left on. the only way i have been able to start it after this is to let it sit for awhile then try and boost it. what could cause this no start?

bad battery, loose ground usually the answer do all the lights flash with the ticking the ticking is probably coming from your starter not getting enough power
