Glass pack mufflers are pretty old school. Fortunately so am I. First check to make sure you installed it correctly. There is an inlet and outlet side. These were also used as resonators way back when. The openings in the louvers inside should face the engine side of the exhaust. Also Glass packs are called that because they are filled with glass mat, for sound deadening. It needs to burn up some to get loud. I used to help mine along by letting the exhaust get good and hot. Then shoving a garden hose up the exhaust to wet the glass mat. Pull out the garden hose, rev the car a few times to boil off the water and essentially ruin the glass mat some. Repeat until you get the sound you like. Keep in mind though. The glass mat will continue to disintegrate as you drive. So it will get louder on it's own untill all of the mat is burned off.
