1997 honda accord. Ignition key wont turn. Not key cylinder or worn key..possible blown fuse? Where do i look?

A fuse has nothing to do with a key turning or not turning. If the key will not turn the ignition switch to on or start, the problem is a mechanical one inside the switch itself or in the column or with the key itself being worn down or both the key and the lock cylinder are worn down. Having said that, be for you suspect those problems, try putting the key in the ignition, and while you are attempting to turn the key with one hand, use the other hand to try moving the steering wheel to the left and right. If there is enough of an angle where the car is parked, and the weight of the vehicle shifts enough to either direction, it puts a heavy weight load on all the steering parts and the wheel is pressed very tight against the mechanism in the column that locks the wheel in place, so you need to use pressure on the steering wheel to relieve the tension against the mechanism so the key can turn.
