Steering rack or ball joints

I have a 2008 hyundai elantra. I've taken it to 2
different mechanics. One has told me i need a new
steering rack the other one says its the ball joints.
Is there way I can tell who is right or what to fix.

I took my vechicle in as i need a new timing belt and wasnt sure if it was worth repairing so I had it inspected to see what else needed to be repaired on it. One mechanic said it was the steering rack that needed replacing the other one told me it was the ball joints
