2000 Ford Explorer Eddie Bauer 5.0 will not start or crank

Battery has a full a full charge and connections all good? See the starter relay, unplug the relay, use jumper wire between terminals 30 and 87, the starter motor should crank the engine. If you try that, make sure transmission is in park or neutral and parking brake is set. Make sure vehicle can't move. If it cranks, at least you know the starter motor is ok and the engine isn't seized. The problem then should be on control side of relay, The control side of relay, terminals 85 and 86, that is voltage and ground, You could use a test light between those to terminals, have helper turn key to crank, if the lamp comes on you got voltage and ground good enough for the lamp. I see two fuses in diagram, check them both. As you can see in diagram at relay, terminal is hot all the time and fuse protected.
First, make sure your battery is delivering sufficient voltage. Check it at rest for 12-15 V and Inspect cables for damage or corrosion at both the battery and starter ends. If you have already checked this than changing the neutral safety switch was a good idea. If the switch did not fix it, Other possibilities are the car's security system, starter, or possibly the key or a fuse in the ignition circuit. Good luck.
In the last sentence, I meant terminal 30 is hot all the time. Sometimes my brain and my typing aren't in sync. lol
