How do I open the stuck hood on a 1992 Honda Civic?

I own a 1992 Honda Civic and I cannot get the hood opened. The release lever that is located inside the cab doesn't work. The cable doesn't seem to be releasing the latch underneath the hood. How can I open the hood?

reach through the front grill and grab the black cable and pull hard and it should open
