My 2000 ford explorer wont engage starter to crank over. Turn key nothing happens but i can roll flywheel over by hand

try the starter relay in the fuse box under the hood.

With a multimeter check to make sure you are getting 12 volts to the side of the solenoid closest to the battery. Then check for voltage on the other side (leading to the battery) when the ignition is turned to the start position. No voltage to the starter side of the solenoid and there is your problem. If voltage present check at the starter.
