having issues with brakes

while changing pads we had issues with left wheel locking up.when pushing brake wheel then begins to turn but will not turn when brake is not applied.

replace the brake hose going to it. The rubber sometimes degrades inside the line and acts as a one way valve, allowing pressure to build but not release
