1998 Chevy 1500 4x4 5.7 auto

I bought this truck non running and it has electrical
problems. I'm only getting a large click sound from
the starter . I removed the starter and had it tested
and it's good , I tightened all bolts on starter and
replaced and still only a loud click when turn the
ignition. The ignition column has been broke open ,
and no key needed to turn ignition switch, the guy I
bought it from said it's does start the way it is . The
guy I bought it from has removed a part from
steering column , unknown what it is , I do have the
part.  First things first, there is 1 ground strap by
the starter that's from the frame to the firewall and
2nd ground strap connected to frame and other
end broke off , Where does it go ???  HELP PLEASE
??!!  Would that ground strap cause the Click at the
starter ?? Would it keep my truck from turning over
/ starting up ??  Any help with where I go from here
??  The starter is good and connections are tight .
So any ideas on what to check next ?? The ground
strap that's broke ?? I bought a new one where
should it connect ??  PLEASE HELP ??  HELP ME
GET IT TO TURN OVER !!?? Can I run a jumper wire
directly from battery to starter ??

Yes the engine turns over by hand , If one of the 3 ground straps are missing , ( 1 is missing) will it only CLICK at the starter ?? Also the Steering column has been messed with by previous owner and the shift interlock solenoid has been removed , but the ignition switch still turns and gear shifter goes into any gear !!?? Would the shift interlock solenoid being removed cause a CLICK At the starter ??

I can check the cables . Can I Hot Wire it ?? The steering column plastic shroud was removed when I bought the truck and it's an example of the guy I bought it from did to it . So is there any reason why I shouldn't try to Hot Wire it ?? I saw a video on YouTube that shows how and since the plastic shroud is already off my steering column, the wires are right there and accessible. ???
