CHEVY KC 1500 1998. HELP PLEASE MY TAILLIGHTS ARENT WORKING

so i have a 1998 chevy  1500 pickup. i got it recently and when i got it, the guy said the tail lights didn't work but he figured it was a wiring issue. all my bulbs are new, i got new circuit boards have replaced fuses and the combination flasher relay down in the cab below the steering wheel. Nothing works in my tail lights at all unless im in reverse. in any gear other than reverse i have no flashers or blinkers or running lights or anything at all, but when im in reverse everything works. please help me i don't know what else to do.

I forgot, my instrument panel lights are also out.
