The 4.3 in my 1995 Chevy half ton blew up and I
have a 4.3 out of a 1998. Will everything bolt up and
work right?

I have the pcm and whole wiring harness with the 1998 motor I'm just wondering if I can swap the motors out without having to swap the com and all that

You need to put your 95 heads and intake in the 98 block. Then everything should work with the 95 harness. I am concerned about the crank sensor. You should see if they are the same. It's best to find a 87-95 4.3 as a replacement. They will bolt in with little to no changes
